Town of Clearfield Board Meeting was held Wednesday, December 21, 2011. The following people were in attendance: Doug Duray, Ron Lauden, Jim Suzda, Kathy Davis, Cindy Suzda, Jody Bigalke, George Davis, John Darrey, Dan Gonnering, Dean Hansen, and Mike Meixner.
Doug Duray called the meeting to order at 7:00pm. It was noted that the meeting had been properly posted.
Approve Agenda.Motion by Lauden, second by Suzda to amend the agenda to include the 2012 Necedah fire contract and the Juneau County Health Dept drug test contract. Motion carried.
Public Comments.Mike Meixner spoke regarding the status of Necedah Fire and EMS; Baraboo EMS will service the Town of Necedah. Camp Douglas Rescue will be increasing their service level to IV Tech; Camp Douglas Rescue is staffed at the station from 6:00am–6:00pm.
Clerk’s Minutes.Motion by Suzda, second by Lauden to approve the minutes from the Public Budget Hearing and November Board Meeting. Motion carried.
Treasurer’s Report.Cindy Suzda presented the Treasurer’s report for December 2011. The Money Market account balance was $244,391.36 and the checking account balance was $1997.68. The report was placed on file.
Paul Tadda, Juneau County Supervisor.Could not attend the meeting.
N7590 11th Avenue Garbage.John Darrey noted that there is garbage blowing onto his property from N7590 11th Ave. Duray to address this issue with the property owner.
Road Report.Bigalke reported on the following: Bollig delivered 17 loads of sand and took 2 loads sand mixed with salt; finished cutting on 30th; serviced the plow truck. Bigalke noted that Manthey never picked up the Dodge truck; Hwy 80 has offered $300 for the truck. Will be taking vacation time 12/25/11–12/31/11 pending no snow. Sign retroreflectivity maintenance program.
Zoning Administrator Report.A person interested in purchasing 40 acres of MFL needed direction on how much land to take out of MFL in order to build.
Building Permits.The Clerk distributed the year-to-date Building Permit Recap.
Juneau County Health Dept.Motion by Suzda, second by Lauden to approve the Juneau County Health Dept drug test contract for 2012. Motion carried.
Necedah Fire Contract 2012.Motion by Lauden, second by Suzda to approve the Necedah Fire contract for 2012. Motion carried.
ATV Referendum.Discussion was held regarding the wording for the ATV referendum. Lauden would like to have an ATV route established rather than opening up all town roads. Motion by Suzda, second by Duray to approve the ATV referendum wording as “Shall the Town of Clearfield allow an ATV route to be established within the township on all Town roads for a trial period of not more than one (1) year subject to change for safety purposes”. Motion carried; Lauden opposed.
ATV Public Hearing.The ATV Public Hearing will be held Wednesday, February 15, 2012 at 6:30pm.
Ordinance 28.Motion by Suzda, second by Lauden to approve Ordinance 28-2011 Repeal Ordinance 4 Hand Guns. Motion carried.
Resolution 19.Motion by Lauden, second by Suzda to approve Resolution 19-2011 Changing Number of Election Officials. Motion carried.
Appoint Election Board.Motion by Lauden, second by Suzda to appoint the following to the election board for 2012-2013: Barbara Baldwin, George Davis, Louise Hemenway, Barbara Johnson, Michael Meixner, Susan Meixner, Lucille Mentzel, Janet Prudhomme, Cindy Suzda, Helen Wiora. Motion carried.
Correspondence/Updates.The Clerk reported the following:
Board Comments.The Treasurer noted that tax collections were going good; may go to appointments only next year.
January Board Meeting Agenda.Sickles property re garbage; concealed carry.
Approval of Vouchers.Motion by Suzda, second by Lauden to approve the payment of vouchers as presented in the amount of $377,304.56. Motion carried.
Adjournment.Motion by Lauden, second by Suzda to adjourn the meeting. Motion carried. The meeting was adjourned at 8:40pm. The next Board Meeting is scheduled for January 18, 2012.
