Monthly Board Meeting
Town of Clearfield Board Meeting was held Wednesday, April 18, 2018. The following Town officials were in attendance: Doug Duray, Jim Suzda, Mike Meixner Cindy Suzda, Deb Slye and also in attendance was Jody Bigalke, Timothy Darrey, Andrew Darrey, Brian Darrey, John Darrey, Judie Darrey and Anita Duray.
Call to Order.Meeting was called to order at 7:43pm following the Annual Meeting. It was noted that the meeting had been properly posted.
Approve Agenda.Motion by Jim Suzda, second by Mike Meixner to approve the agenda as presented. It was also noted that the agenda was properly posted. Motion carried.
Clerk’s Minutes.Motion by Mike Meixner, second by Jim Suzda to approve the minutes from the March 21st Regular Monthly Board Meeting. Motion carried.
Treasurer’s Report.The April 2018 Money Market account balance was $193,040.46 and the checking account balance was $3,631.23.The report was placed on file.
Conditional Use Permit for Timothy Darrey. Discussion for the Conditional use permit that was presented at the Town Board Meeting. A Public Hearing was held on April 18th at 6:30pm as well. Jim Suzda, Mike Meixner and Doug Duray were all opposed of the conditional use permit because of the home based business being in a residential district and the neighboring residents were opposed to having this home based business in a residential district. There were many different concerns that the Town Board had for this conditional use permit. Motion by Mike Meixner, second by Jim Suzda to deny the Conditional Use Permit from Timothy Darrey. Motion Carried.
Road Report.Jody Bigalke reported that he has been plowing and salting the roads, cleaning roads, helping with the new lighting in town shop and cleaning town shop.
Road Inspections. Discussion was that the Board had gone over the Roads with Dan Biermeier from Scott Construction. A list of road work has been put together and the Town will be putting an ad for Bids for the road work in the paper.
Water Issue. Doug Duray reported that there was not much information to report because with the government shut down and information is still being obtained for the study. When they have information they will let the Town know.
Zoning Administrator’s Report.Cindy Suzda reported that she has been in contact with Rebecca Richards Bria about the Jay Orick Violation. Cindy also reported she had been working on some building permits. Cindy wanted to see if we could have a work session to update our Zoning Ordinance. A Work Session will be scheduled for May 16th at 6:00 pm before our Town Board meeting.
Jay Orick Violation Discussed was that Jay Orick has not moved forth with the matter of removing his mobile home as he has promised the town. This matter has been turned over to the Town Attorney for legal action. Cindy Suzda presented to the Board the legal papers from Rebecca Richards Bria for legal action. Motion by Jim Suzda, second by Mike Meixner to go forth with the legal action needed to get this matter resolved. Motion Carried.
Building Permits for March 2018. (Dale & Deb Stoughtenger for a New House; Desiree Bellini for a Shed on a Rental Property approved from Land owner Ronald Steiskal; William Arthur for a Pole Shed).
Board Comments. None.
Establish May Board Meeting Agenda.Road Bids, Jay Orick Violation, Conditional Use Permits, workshop for Zoning Ordinance.
Approval of Vouchers.Motion by Jim Suzda, second by Doug Duray to approve the payment of vouchers as presented. Motion carried.
Adjournment.Motion by Doug Duray, second by Jim Suzda to adjourn the meeting. Motion carried. Meeting adjourned at 8:46 pm. The next regular board meeting is scheduled for May 16, 2018 at 7:00pm Following a Zoning Ordinance Workshop that will be held on May 16th at 6:00pm and two Public Hearings for a Conditional use permit for Guy Le Gal at 6:30pm and a Conditional Use Permit for Pete Boese at 6:45 pm.
