Monthly Board Meeting

February 2018


Town of Clearfield Board Meeting was held Wednesday, February 21, 2018. The following Town officials were in attendance: Doug Duray, Jim Suzda, Mike Meixner Cindy Suzda, Deb Slye and also in attendance was Iny Emery, Janel Maulsby, Dennis Birr and Deanna Laufenberg.

Call to Order.Meeting was called to order at 7:00pm. It was noted that the meeting had been properly posted.

The Pledge of Allegiance. Mike Meixner led the Town Board in the Pledge of Allegiance.

Approve Agenda.Motion by Mike Meixner, second by Jim Suzda to approve the agenda as presented. It was also noted that the agenda was properly posted. Motion carried.

Public Comments.Iny Emery discussed the bad experience she had with the Building inspector. Doug Duray will be contacting GEC about this matter. Janel Maulsby had questions on building permits and ordinances, these questions were answered.

Dennis Birr – Superintendent of New Lisbon Area School District. Dennis discussed the schools referendums they will be having at the April 3rd Election.

Clerk’s Minutes.Motion by Jim Suzda, second by Mike Meixner to approve the minutes from the January 17th Regular Monthly Board Meeting, the Public Hearing Minutes for the Driveway Ordinance that was held on January 17th and the Public Hearing Minutes for the Building Ordinance that was held on January 17th. Motion carried.

Treasurer’s Report.The February 2018 Money Market account balance was $203,506.99 and the checking account balance was $3,474.19.The report was placed on file Deb Slye also discussed that there are still 94 dogs that are not licensed in the Town of Clearfield.

Road Report.Jody Bigalke was absent from the Board Meeting. Doug Duray reported that Jody had been plowing and salting the roads. Mike Meixner also reported that there were issues with the plow truck and Jody Bigalke has been busy doing repairs on the plow truck, the truck is fixed and up and running.

John Deere Protection Plan. Doug Duray discussed that he had talked with Bob Smith from Hillsboro Equipment and they are going to send the town a bill for our portion of the extended warranty on the John Deere tractor that the town purchased last year.

Juneau County Health Department (Drug Testing Program Contract for 2018). Motion by Jim Suzda, second by Mike Meixner to accept the contract with Juneau County Health Department for the Drug testing program for 2018. Motion Carried.

Electric Bid for Town Shop. Motion by Jim Suzda, Second by Mike Meixner to accept the Bid from Woodliff Electric for $3,970.92 and the Option B Bid for $1,023.61 for the Electrical work that needs to be done at the town Shop. Also Motion by Jim Suzda, second by Mike Meixner to have the work done in a six month period from accepting the bid from Woodliff Electric. Motion Carried.

Water Issue. Doug Duray reported that there was not much information to report because everything has been put on hold with the government shut down. This has been put on Hold for right now and Matt will give us updates when he has some for the study.

Zoning Administrator’s Report.Cindy Suzda reported that Timothy Darrey had wanted to get information about a conditional use permit for a business in a residential area. The board had asked Cindy Suzda to contact Timothy Darrey and have him attend the next board meeting to discuss what he is asking for.

Jay Orick Violation Discussed was that Jay Orick has not moved forth with the matter of removing his mobile home as he has promised the town. Motion by Mike Meixner, second by Jim Suzda to have Rebecca Bria the town’s legal attorney Move forth with Legal Action to correct this violation. Motion Carried.

Cedar Springs Bartender License. Motion by Jim Suzda, Second by Mike Meixner to accept Sophia Tennessen’s Bartender License that will be good from February 21st, 2018 to June 30th, 2018. Motion Carried.

Cedar Springs Agent. Motion by Jim Suzda, Second by Doug Duray to approve Sophia Tennessen as Cedar Springs new Agent. Motion Carried.

Building Permits for January 2018. (None).



  • Year-to-Date Recaps (Budget, Conditional Use Permits, Billing Out, Camper Permits, Building Permits and Fire Calls).
  • Timber Cutting Notice (Shirley Jost, Section 18; Steven Hobson, Section 27; Dean Hansen, Section 17 & 18; Robert & Carol Deasy, Section 26; Robert Peterson Section 30; John Cup, Section 34; Aaron Bigalke Section 7).
  • February 20th Election. The Town of Clearfield had 45 voters for the Primary Election.

Board Comments.Jim Suzda discussed that the Town Board should consider putting up speed limit signs in the Town of Clearfield, Doug Duray said he will do some checking into this matter. Cindy Suzda had mentioned that she will be having back surgery and might have to miss a meeting due to the surgery. Also Cindy Suzda had a resident report that a stop sign will need to be replaced on a road and Doug Duray said he will have one ordered and put up.

Establish March Board Meeting Agenda.Water Issue, Jay Orick, Timothy Darrey.

Approval of Vouchers.Motion by Mike Meixner, second by Jim Suzda to approve the payment of vouchers as presented. Motion carried.

Adjournment.Motion by Doug Duray, second by Mike Meixner to adjourn the meeting. Motion carried. Meeting adjourned at 8:32 pm. The next board meeting is scheduled for March 21, 2018 at 7:00pm.
