Monthly Board Meeting Minutes
Town of Clearfield’s Monthly Board Meeting was held Wednesday, May 16, 2018. The following Town officials were in attendance: Doug Duray, Jim Suzda, Mike Meixner Cindy Suzda, Deb Slye and also in attendance was Jody Bigalke, Deanna Rosier, Ed Brooks, Mark Kostelec and David Wagner.
Call to Order.Meeting was called to order at 7:00 pm. It was noted that the meeting had been properly posted.
The Pledge of Allegiance. Mike Meixner led everyone in the Pledge of Allegiance.
Approve Agenda.Motion by Mike Meixner, second by Jim Suzda to approve the agenda as presented. It was also noted that the agenda was properly posted. Motion carried.
Public Comments.Deanna Rosier discussed the problems that she is having with ATV’s on 37th Street and County Road M. The Board suggested that she call the ATV club, the DNR and the Sherriff’s Office.
Ed Brooks. Due to the bad weather Ed Brooks could not attend the Annual Meeting that was held on April 18th to honor the Citizens of the year. Ed Brooks attended this meeting to present the 2018 Citizens of the Year Doug and Anita Duray a Citation by the Assembly.
Approval for Conditional Use Permit for Guy LeGal. Motion by Jim Suzda, second by Mike Meixner to accept the application for the Conditional Use Permit that Guy LeGal presented to the Board so he could build a pole shed on his property and use it as a residential property verses a business property. Motion Carried.
Approval for Conditional Use for Pete Boese. Motion by Jim Suzda, second by Mike Meixner to accept the application for the Conditional Use Permit that Pete Boese presented to the Board so he could build a pole shed on his property and use it as a residential property verses a business property. Motion Carried.
Clerk’s Minutes.Motion by Mike Meixner, second by Jim Suzda to approve the minutes from the April 18th Regular Monthly Board Meeting, and the Public Hearing Meeting Minutes for the Conditional Use Permit for Timothy Darrey. Motion carried.
Treasurer’s Report.The May 2018 Money Market account balance was $195,961.15 and the checking account balance was $3,729.17.The report was placed on file. Deb Slye also reported that she still had 17 Dogs that have not been licensed and that was turned over to the Juneau County Sherriff’s Office.
Truck. Discussion was that Mike Meixner had looked at a truck at Rudig Jensen in New Lisbon for the town, due to the town truck we have that is not working correctly. The Town will have a Special Board meeting on May 21st at 7:00 pm to discuss the information that we get.
Road Report.Jody Bigalke reported that he has been clearing tree’s off the roads, cleaning shop, picking up trash on the roads working with the DNR about the manure run off that happened in the town from the Chris Kemper Farms. Also Jody had met with Chris Kemper Farms because of the road damage that they did on 38th street.
Road Bids. Doug Duray Opened the Road bid that the Town had received from Scott’s Construction. No other bids were received. Motion by Doug Duray, second by Jim Suzda to accept the Road bid from Scott’s Construction for road work to be contracted for 2018 will be $66,927.00 for the town roads and the Road Damage repairs that Chris Kemper Farms did on 38th Street will be contracted of $4,400.00. Motion Carried.
Zoning Administrator’s Report.Cindy Suzda reported she had been working on some building permits and also on the Jason Peil property to get the junk cleaned up. The DNR and the Sherriff’s office have been in contact with Cindy about the junk as well. Also Cindy reported that she had gotten an email from Tracy Johnson about two residents that have incomplete building permits that are expired with the town now. Cindy had been in contact with both property owners and are working on getting the building permits compliant with renewals.
Jay Orick ViolationCindy Suzda reported that she has been in contact with Rebecca Richards Bria about the Jay Orick Violation, Cindy Suzda and Rebecca both received a letter from Mr. & Mrs Jay Orick stating that they contracted Hamm Brothers Inc. for the removal of the Mobile home that they are in violation with.
Liquor Licenses. Clearfield Pub and Grille and Camp Cedar Spring applied for Liquor Licenses for 2018-2019.
Building Permits for April 2018. (David Trute for a Pole Shed; Jason Bailey for a Pole Shed; David Kenesie for a New House; Mark Kostelec for a Garage Addition; Jason Peil for a Garage Addition and Dale Stoughtenger for a Garden Shed).
Board Comments. Jim Suzda discussed that the town should consider a small fridge for the town hall. Motion by Doug Duray, second by Jim Suzda to have Mike Meixner pick up a small fridge for the town hall. Motion Carried.
Establish May Board Meeting Agenda.Jay Orick Violation, Zoning Administrator give an update on the Peil Property, Liquor Licenses, Bartender Licenses, Public Hearing for proposed zoning changes and closed session for employee evaluation for the zoning administrator.
Approval of Vouchers.Motion by Jim Suzda, second by Mike Meixner to approve the payment of vouchers as presented. Motion carried.
Adjournment.Motion by Doug Duray, second by Mike Meixner to adjourn the meeting. Motion carried. Meeting adjourned at 8:46 pm. The next regular board meeting is scheduled for June 20, 2018 at 7:00pm Following a Pulbic Hearing for a Proposed Zoning Change at 6:45 pm.
