Monthly Board Meeting
September 2009
Town of Clearfield Board Meeting was held Wednesday, September 23, 2009. The following people were in attendance: Ron Bailey, Ron Lauden, Jim Suzda, Kathy Davis, Cindy Suzda, Jody Bigalke, and George Davis. Also in attendance from Camp Douglas Rescue were Max Loehrl, Candy Fisher, Amy, and Michele.
Ron Bailey called the meeting to order at 7:00pm. It was noted that the meeting had been properly posted.
Approve Agenda. Motion by Suzda, second by Lauden to approve the agenda as presented. Motion carried.
Public Comments. None.
Clerk’s Minutes. Motion by Lauden, second by Suzda to approve the minutes of the August Board Meeting. Motion carried.
Treasurer’s Report. Cindy Suzda presented the Treasurer’s report for September 2009. The Money Market account balance was $143,358.50 and the checking account balance was $3515.41. The report was placed on file.
Camp Douglas Rescue. Camp Douglas Rescue presented their proposed contract for 2010 which would include the 22% of the town that is currently serviced by Necedah Ambulance. They currently serve 78% of the Town of Clearfield. The response time for this additional 22% is approximately 20 minutes on average, driving the speed limits and following state laws. Camp Douglas Rescue does have mutual aid with other ambulance services in the area. They are currently staffed at the station Monday-Friday from 6:00am-4:00pm. Average response time during core daytime hours is approximately 30 seconds; during non-core hours it is approximately 7 minutes. Currently charge $4.50/capita, but will be
increasing to $5.25/capita.
Necedah Ambulance. Necedah Ambulance would like to expand their current service area down to County A, between Hwy 80 and Hwy 58. Their rate will be increasing from $4.91/capita to $17.00/capita in 2010. Motion by Lauden, second by Suzda to contract for 2010 with Camp Douglas Rescue and to discontinue the contract with Necedah Ambulance effective December 31, 2009.
Road Report. Bigalke reported he is working on putting up the new-style fire number signs. Town of Orange asked that he mow 7th from DeHaan’s north. Attended the sign reflectivity workshop. Rudig may purchase the V-box; Bigalke to contact them. McMenamy needs a fire number assigned. Culvert at 30th Street and Hwy 80 is the town’s responsibility. In the next month, Bigalke would like to finish mowing and putting up the new fire number signs.
Road Salt. It was noted the Town paid in advance for salt to the County Highway Dept. October 2008, but then paid for products and services as the invoices did not show the credit. Therefore, we now have a credit with the County Highway Dept. in the amount of $1674.42.
Garbage. It was noted that garbage is being dumped on parcels 691 and 694 on 9th Avenue. Bailey contacted Plum Creek regarding this issue.
Little Yellow River Drainage District. Bailey has been in contact with Ron and Sue Krizan (property owners) and the town attorney regarding this issue. There is a court date October 20th to petition to dissolve the drainage district.
Building Permits. The following applications were reviewed this month:

The Clerk distributed the year-to-date Building Permit Recap.
Camper Ordinance. Changes to the camping ordinance were discussed.
Juneau County Humane Society. They are re-opening under a new name. Per the assessor, he can only go back two years for omitted property. This will be taken care of in 2010.
Building Ordinance Violations. Daniel Melteson building permit application is due back by September 25th. The Clerk was instructed to call Mr. Melteson and advise him that if the paperwork is not received
by September 25th at 5:00pm, citations will be issued. The Clerk was instructed to contact Cedar Springs with a reminder that any cabins require building permits and permanent structures such as screen porches and decks require a permit. The Clerk was instructed to contact Schulte regarding their old house on their parcel; it must be removed by December 2, 2009.
Camper Violations. Letter sent to Mr. Paulson; no response yet.
Employee Handbook. No updates.
Town Bulletin Boards. Gene Morris informed the Clerk that the bulletin boards would be completed by November.
Correspondence/Updates. Rural Insurance offered an option to increase building limits by 6% instead of 2%. The Clerk distributed the year-to-date billing fire call, and budget recaps. Shared revenues for 2010 are decreasing; highway aids for 2010 are increasing.
Board Comments. It was reported that Clearfield Pub has extended the roof on the building; no building permit on file. The Clerk was instructed to contact Randi Carpenter regarding this ordinance violation.
Preliminary Budget Meeting Date. The Preliminary Budget Meeting will be held Wednesday, October 21, 2009 at 6:30pm.
October Board Meeting Agenda. Camper ordinance, building violations, camper violations, Little Yellow River Drainage District.
Payment of Bills. Motion by Lauden, second by Suzda to approve the payment of vouchers as presented in the amount of $26,564.02. Motion carried.
Adjournment. Motion by Suzda, second by Lauden to adjourn the meeting. Motion carried. The meeting was adjourned at 8:27pm. The next Board Meeting is scheduled for October 21, 2009.
